The Shanghai Cooperation Organization (SCO) could be more actively involved in stabilizing the situation in Afghanistan, the OSCE Chairperson-in-Office, Kazakhstan's Secretary of State and Foreign Minister Kanat Saudabayev believes.  

"SCO could be more actively involved in the process of normalizing the situation in Afghanistan through the establishment of a stabilization mechanism to provide the necessary contribution and assistance to Kabul," Saudabayev said at a meeting of SCO member states' foreign ministers.

According to him, it's reasonable to make the work of the liaison group of the SCO - Afghanistan more active, fully use of opportunities of Executive Committee of the SCO Regional Anti-Terrorist Structure (RATS) for contacts with the Afghan side, to carry out the practical fulfillment of documents adopted on the basis of the Moscow International Conference on Afghanistan, to initiate holding joint activities on the Afghan issues with the CSTO.

Issues of ensuring peace, security and stability have always occupied a key position in the organization, Saudabayev said.

He said at present, the organization's activity in this direction has a non-system character, despite the presence of opportunities for joint solving problems in order to restore peace and stability in the country, ensuring security in Central Asia.

"Secretariat's proposals on the possible granting of status of dialogue partner with the SCO to Afghanistan should be seriously studied, which will help to systematization the organization's contacts with Kabul, which are limited with only participation of this country's president as a guest at the meetings of the Council of Heads of States" Saudabayev said.

In his speech he stressed that the Kazakh side highly appreciates the results of the presidency of the Republic of Uzbekistan in the period of which such important documents as the Rules of Procedure of the Shanghai Cooperation Organization and the Regulation on the admission of new members have been prepared, a joint declaration on cooperation between the SCO Secretariat and the UN was signed.

"Kazakhstan is also concerned about the situation in brotherly Kyrgyzstan, which has revealed the urgent need for effective international mechanisms for prevention and resolvinf of conflicts," he said.

According to him, the SCO should more actively use the political and diplomatic tools to resolve such situations in the area of its responsibility, and the organization should work closely with other international actors for these purposes.
