Kazakh president proposes reforming country's law enforcement system

Kazakh President Nursultan Nazarbayev ordered the government to submit to Parliament a bill to reform the law enforcement system, which must meet the highest international standards, the press service of the Ak-Orda reported.
 

"Nazarbayev noted that special attention should be paid to decriminalization. Laws must be made more humane, but the penalty of deprivation of liberty, in some cases, can be replaced with alternative types - heavy fines or community service," the source reported.    

The President also tasked to seriously pursue the rehabilitation of persons liberated from prison to avoid their returning to criminal activities in the future.

"We need to remove duplication and make the law enforcement agencies' work more efficient and based on global experience. We have done a lot over the years. All the world's experts note this. Now we have to carry out this reform. We want to better protect the rights of our citizens, protect businessmen, and place a barrier to corruption in the law enforcement system," Nazarbayev said.
