The regular meetings of the Council of Heads of State and Council of Foreign Ministers of the CIS will be held in Moscow on Dec.9-10, the CIS Executive Committee reported.

The draft agenda of the Ministerial Council comprises 15 questions, including the projects on the strategy of the international youth cooperation, military cooperation concept until 2015 and Action Plan to implement the concept of coordinated border policy for 2011-2015. The foreign ministers will also discuss the draft program of joint measures to combat crime, terrorism and other violent manifestations of extremism, illicit trafficking of narcotic drugs, psychotropic substances and precursors, and human trafficking. All of these programs are designed for the period from 2011 to 2013, and after consideration by the Ministerial Council Meeting they will be submitted to the discussion of Heads of States.

The most important issue, which is scheduled to be mulled at the meeting of the CIS heads of state, will be the preparation of the draft Treaty on Free Trade Zone. The document is expected to be agreed upon by late 2010 and adopted - in the first half of 2011.

The leaders will be invited to take a decision to declare 2011 the Year of improving food safety in the CIS and adopt a statement of the CIS Heads of State in connection with the 25th anniversary of the Chernobyl accident.

The agendas of the meetings will be reviewed at a meeting of the Council of Permanent Representatives of the CIS states under statutory and other bodies of the Commonwealth in Minsk on Oct.7.
