MP: Azerbaijan must accelerate restoration of student hostels (UPDATE)

It is necessary to accelerate restoring hostels for students, arriving from different regions of Azerbaijan to receive higher education, MP Ganira Pashayeva said at a meeting of the Azerbaijani Parliament.

It is necessary to accelerate restoring hostels for students, arriving from different regions of Azerbaijan to receive higher education, MP Ganira Pashayeva said at a meeting of the Azerbaijani Parliament.

She noted that she had also raised this issue on the joint sitting of committees on international relations and inter-parliamentary communications, security and defense, human rights, legal policy and state construction held on Saturday last week and devoted to the deliberation of state budget of 2011. According to the MP, people facing such a problem often appeal to her because of her representation of a rural region at the parliament. In her turn she appears helpless at most cases in resolving these problems.

"Once, the accommodation of people, who have become refugees and internally displaced people as a result of Armenian occupation, was the most important task. Then we could not talk about this problem. Now the country has better conditions. Houses are being built for refugees and displaced people upon the Azerbaijani President's order," she added.

Pashayeva said that it would be very nice if houses had been built for displaced people, residing in the dormitories of universities, and they had been resettled. It would diminish problems of students (from regions).

"There are students coming from different regions of Azerbaijan. They are from poor families. They have problems because they can not afford to rent housing," she said.

Pashayeva said that a very important point is to increase mortgage granted to the military and young people engaged in science and providing young families with houses.

"It is necessary to mitigate conditions of the mortgage and expand its issuance by regions," she said.

"If our servicemen appeal to social mortgage for securing their flat conditions and anybody of them struggling for Motherland die afterwards, then the families of such people must be released from the paying off social mortgages for these flats," - Pashayeva said.

According to the MP the family of died servicemen Ahmad Abdullayev is also among people taking use of social mortgage. Ahmad Abdullayev heroically died, demonstrating high courage and bravery during the recent regular violation of ceasefire by Armenia, Armenian military units, while preventing Armenian attacks. After that his family faced serious problem - the problem of the paying off the long-term social mortgage by which they had acquired a flat which they are living at.

The family of died serviceman A.Abdullayev appealed to her for the resolving of this problem. In her turn Pashayeva got connected with the chairman of the Administration Board of the Central Bank Elman Rustamov: "I talked to Mr. E.Rustamov in line with this issue and informed him about the situation. I said that it can be better if the state authorities pay off the mortgage because the woman who lost her spouse remained with two children and has no opportunities for the paying off this mortgage. At the same time I noted that the solution of this issue can be very positive contribution to the Mr. President's well-known policy relevant to paying attention and taking care for the families of died people. I am very grateful to Mr. Elman Rustamov for his giving affirmative reply to our call and written application. He also said that Ahmad Abdullayev has died for the country's sake, nation's sake and the obligation established by Mr. President for us is not to spare attention and care for the families of died people. Therefore, they undertook the obligation of the paying off the mortgage of this died person's family at the state level, the level of Central Bank. The family of the died person should no worry and could continue live in their flat".

Finance Minister Samir Sharifov said during a meeting of the Azerbaijani parliament that student hostels will be repaired soon.

The proposals of the MP have been positively met by minister of finances and the minister said that the steps taken at the state level for the resolving of these issues will also be exercised afterwards.
