CIS Observation Mission head meets with Azerbaijani Government’s representatives

The Executive Committee first deputy chairman, CIS Executive Secretary Vladimir Garkun held meetings with senior officials of the Azerbaijani Government, the Central Election Commission, and the Foreign Ministry to inform the Azerbaijani side that the mission will observe the elections by strictly abiding by the laws of the Azerbaijan Republic, independently, objectively and not interfering in the electoral process, the organization’s official website reports.

The Executive Committee first deputy chairman, CIS Executive Secretary Vladimir Garkun held meetings with senior officials of the Azerbaijani Government, the Central Election Commission, and the Foreign Ministry to inform the Azerbaijani side that the mission will observe the elections by strictly abiding by the laws of the Azerbaijan Republic, independently, objectively and not interfering in the electoral process, the organization's official website reports.

The CIS Observation Mission and its staff started to monitor the election of the Azerbaijani MPs from Oct.18 upon the Azerbaijani Republic's invitation.

The mission's task is to facilitate free and democratic elections. In turn, the CIS Observation Mission's representatives were informed that necessary conditions will be created for observers to fulfill their duties under the electoral legislation.

In the process of monitoring of the election campaign, the CIS Observation Mission will focus on long-term observation.

The mission staff analyzes the electoral legislation, observes phases of the electoral process, monitors the coverage of the pre-election campaign of candidates in media outlets, and prepares information and methodological materials for short-term observers.

"Within the long-term observation the mission members got familiarized with activity of a number of district electoral commissions in Baku, Neftchala, attended the MP candidates' meetings with voters. The mission interacts with the country's authorities, whose is authorized considering complaints and appeals related to violations of the electoral legislation," the website reports.

The mission's short-term observers will arrive in Azerbaijan three or four days before the elections, will receive the necessary instructions and be dispatched to the country's regions. It is supposed that the observation will cover all constituencies.

The mission includes 400 observers representing the CIS member-states, the Parliamentary Assembly of Belarus and Russia, the CIS Executive Committee.

The mission is in the process of formation.
