The Central Election Commission (CEC) published a list of the international organizations registered to monitor the parliamentary elections.

About 33 observers were registered from PACE, five from the EU Council, three from the EU's Baku office, 16 from the European parliament, 10 from the Parliamentary Assembly of Turkic-Speaking Countries, 58 from the OSCE PA, and 316 from the OSCE / ODIHR.

About 351 observers from the CIS, two from GUAM, 31 from the U.S. Embassy in Baku, 12 from the UK, six from Kazakhstan, four from Norway, three from Bulgaria, two from Poland, two from Japan, one from Belgium, one from the Finnish Embassy in Baku, 166 from the NGO European Academy of Election Observation, and two from the Vestnik Kavkaza analytical information agency were accredited.

In total, about 1,024 international observers were registered to monitor the elections.

The elections are scheduled for Nov. 7. Previous elections were held in November 2005. The elections are held by the majority system in 125 constituencies.
