The head of London-based Center "Arab East" considers the attempts of Palestinians to establish their state in a region without political stability as futile.

"A Palestinian state needs a unified political structure and the territory where it can be created", Salem Zuheir told Trend over phone from London.

Chief Palestinian negotiator Saeb Erekat urged the international community in early November to respond to Israel's new settled projects by recognizing a Palestinian state within the borders of 1967 with the capital in East Jerusalem.

Earlier, Israel announced the plans to build 1,300 houses for Jewish families in the eastern parts of Jerusalem, and later announced about the construction of 800 buildings in the Ariel settlement - one of the largest on the West Bank.

"The Palestinians must not just look at Israeli actions that perpetuate the occupation in our land. Israel's actions require immediate international recognition of a Palestinian state," Erikat, quoted by Arab media, said.

Zuheir, the head of the British center Arab East, said that it is necessary first to overcome the political split among Palestinians to create a Palestinian state.

He said that creating a Palestinian state requires great political responsibility. At present, the leadership of the Palestinian Authority lacks it.

The confronting Palestinian political forces Fatah and Hamas held a round of talks in Damascus earlier this month, but failed to reach agreement. The parties have agreed on all the issues except security, Ma'an news agency said.

Mahmoud Abbas, the head of the Palestinian Authority, said that the unity of the Palestinian people must be a priority for all political forces in Palestine.

He said that the split threatens the supreme interests of the Palestinian people in establishing an independent state with capital Jerusalem. Difficult circumstances in the political arena require maximal unity and cohesion to achieve national interests, he was quoted by RIA Novosti as saying.
