The highest number of violations of the citizens rights is fixed at Sabunchi, Surakhani and Garadagh district courts, Ramiz Rzayev, the chairman of the Supreme Court of Azerbaijan, told Trend.

According to the chairman of the court, last year saw many cases of law-breaks in the courts, including the violation of principles of legal proceedings, non-invitation of sides to the trials and gross violation of their rights, development of illiterate and unfair sentences. The chairman of the court also underlined that it all testifies for negative impact on the judges activities.

Appeals by citizens are left unconsidered for months by the judges. The repeated appeals by the citizens are returned to the citizens without any grounds, but violation of the deadline, Rzayev stressed.

Rzayev also noted that appointing punishment for the convicted people, the level of seriousness of the crime and the personality of the criminals are not taken into consideration. The initial legal instances in many cases sentence toughest punishment on the convicted.

Rzayev also said that last year the initial legal instances made sentences on 13,700 people, while the higher instances received complaints on 2,001 cases. As a result, 15% of the sentences were either canceled, or changed.
