Novruz Mammadov: Рђrmenian side must voice its principal position during talks on Nagorno-Karabakh problem in Paris

The Armenian side must voice its principal position on the Nagorno-Karabakh problem and explain, whether it wants the conflict settlement by holding constructive talks, the head of the foreign relations department of the Azerbaijan President executive office Novruz Mammadov told Trend exclusively while commenting the next stage of negotiations between the presidents of Armenia and Azerbaijan scheduled for 10 February in Paris.

Mammadov stated it is necessary to clarify the following point at this meeting, whether the Armenian side wants to resolve the problem based on constructive talks or they will be maneuvering - draging out from one meeting to another further and thus providing their stay in power. According to him, negotiations on some technical issues of the conflict peaceful settlement were held both between the heads of Foreign Ministries of the both states and at the meeting with the OSCE Minsk Group co-chairmen.

В"But the main thing is in resolving the principal matters, Mamadov said and added, the position of Azerbaijan in this regard is quite clear. The occupied areas of Azerbaijan must be liberated, refugees and internally displaced persons (IDPs) to return to their homelands, the integrity of Azerbaijan must be provided.

Only after that the legal status of Nagorny Karabakh will be determined.

Mamadov voiced his attitude to the last statement by the Armenian president Kocharyan in Stockholm, which said, В"for achieving the solution of the Nagorno-Karabakh problem the sides must display political will and take some political risks. Statements which sound in Baku during the latest 2-3 days suggest either there is no such political will in Azerbaijan or it is not sufficient. According to Mamamdov, such words may be called nothing but diplomatic maneuvers and curtsey to the world public. В"Position of the Azerbaijan authorities on the Nagorno-Karabakh problem was always consistent, clear and resolute. Meanwhile, according to him, it is the Armenian side which must have political will to achieve the conflict settlement by way of negotiations.

He noted, during the latest 2-3 months the Armenian side distinguished itself by one thing, that at the beginning of the week it could come out with one statement and at the end with absolutely contrary and contradictory one.
