State plays role of guarantee of security and rights of all citizens

The state plays a role of guarantee of security and rights of all citizens, Ali Ahmadov, Azeri parliament deputy and executive secretary of the ruling New Azerbaijan Party (NAP), told Trend, expressing his attitude towards several clauses of the law On freedom of assembly.

During the joint meeting of the permanent commission of Azeri parliament on human rights, legal policy and state-building, several deputies protested against adding the article to the law On freedom of assembly on polices use of bludgeon, electroshocks, rubber bullets, service horses and dogs and tear-gas while dispersal of actions. Therefore, the document was sent back to above-mentioned commission for reconsideration.

Ahmadov noted that Azerbaijan doesnt isolate from the world. In each country, illegal actions are prevented with difficulties. Therefore, the state plays a role of guarantee of security and rights of all citizens. If activity of any group causes the violation of rights of other citizens, of course in this case, the state should prevent it, told Ahmadov.

If the citizens gather without authority, then for the prevention of it, it needs to use the methods that are accepted in the world practice. Because it is impossible to beforehand define what results the action will have. In such case, the unauthorized action may cause undesirable results. For preventing it, the employees of law-enforcement bodies make use of means accepted in the world practice. I think that it is a normal situation. The most democratic countries around the world use service horses and dogs, tear-gas, rubber bullets, stressed Ahmadov.

According to Ahmadov, it is inaccurate to accept polices use of auxiliary means as a limitation of human rights and freedoms.
