A sitting of the Permanent Commission for Economic Policy of the Milli Majlis (Parliament) has been held today, 4 December. During the meeting, the Commission discussed the Draft On Internal Audit. Ziyyad Samadzadeh, Chairman of the Commission, said that at this stage it was necessary to pass a Bill on internal audit at the existing stage. Representatives of some Ministries and corresponding offices also took part in the sitting.
Vaheed Novruzov, Chairman of the Chamber of Audit of the Country, informed the meeting of the Bill. According to him, the draft has been prepared by a working group consisting of representatives of the National Bank, Justice and Taxes Ministries, as well as the Audit Chamber. Proposals put forward by other state personnel were also considered. At the same time, the Turkish and Latvian experiences in this field were considered. The Bill consists of 5 Parts and 18 Articles.
During the meeting, a speech with given by Vugar Aliyev, Chief of the Internal Audit Department of the Taxes Ministry of the Country, Jaffar Hassanov, Chairman of the Chamber of Account, Javanshir Yusufov, Chief of the Financial and Control Department of the Finance Ministry, Ibad Abbasov, Rector of the Baku Business University, Ramiz Gadimzadeh, Chairman of Public Organization Auditors, Yashar Mammadov, Head of the Centre for Economic reforms of the Economic Development Ministry, and many others.
The draft On Regulating Paying the Salary to Employees of Organizations Financed from the State Budget was discussed. The above-mentioned project has been prepared by the Labour and Population Social Protection Ministry jointly with the Finance Ministry of the Country. Tatyana Babayeva, Official Representative of the Labour and Population Social Protection Ministry, relayed details of the project of the Bill.
In accordance with the Bill, 33 grants, out of a total of 76, are expected to be annulled which was given in addition to the salary of State employees and 17 grants have been improved. MPs Ali Masimli and Vaheed Ahmadov, Hamid Zeynalov, a Chief within the Education Ministry of the Country, delivered speeches during the Sitting and put forward a number of proposals. Finally, a decision was taken to continue work on the draft, as well as to make some issues more precise.
