The former PACE reporter for Azerbaijan, Andreas Gross said that it is impossible to exclude part of the population of Nagorno-Karabakh from participating in the referendum, commenting the referendum held in the territory of Nagorno-Karabakh.
He said that everybody who participates and has relation to the conflict should participate in the referendum. This so-called referendum can not be topic of discussions, he said.
