Some Conscript Privileges to Be Canceled

A sitting of the Permanent Commission for Security and Defence Issues of the Milli Majlis (Parliament) of Azerbaijan has been held today, MP Ziyad Orudj , a member of the above-mentioned Commission, told Trend,

According to him, a document received from the Azerbaijan Presidential Administration by legislation initiative was discussed during the sitting. The document reflects amendments and alterations to the existing laws.

Mr. Orudj pointed out that the first alteration to the legislation was connected with draft. Thus, according to the existing legislation, the draft is carried four times a year. The periods from January 1-20, April 1-20, July 1-20, October 1-20 is the draft time in the country.

According to the proposals received from the Presidential Administration, the draft period in the country is proposed to prolong till 30 days of the months.

The MP stressed that according to the existing legislation, those conscripts whose one parent was a disabled person of the first and the second group, as well as those who had a child, had the right to be deferred. The privilege in the second proposal covers only those persons who have a parent-disabled person of the first group.

Mr. Orudj pointed out that the third proposal envisaged canceling the right for fathers of three children to be deferred. After moving amendments to the law, fathers of three children will not be deferred at all, and will have to go to military service. According him, an issue on extending the term of military service for those conscripts who have higher education was considered as well,

According to the existing legislation, the term on passing military service for those conscripts who have higher education is one year, and those who do not have higher education - one year and a half.

According to the proposals received from Presidential Administration, now conscripts who have higher education will go to military service for one year and a half.

In addition, an issue on the continuation of education of those who have higher education was considered as well. According to the proposals, the list of persons who want to continue their education after obtaining higher education will be determined by a corresponding executive body.

The Azerbaijan Education Ministry is most likely to become this body.

By compiling the list of outstanding students, the Education Ministry will submit it to the military registration and enlistment office. If the conscript enters the mastership, then he will continue his education. Otherwise, he will be called to go to military service.

Serious discussions and disputes were held around the document had received from the Presidential Administration. All proposals on the document are expected to be discussed during the nearest sitting of the Azerbaijani Parliament.
