The meeting of the Legal Policy and State Establishment Commission of Milli Majlis [Azerbaijani Parliament] took place on December 19. The meeting focused on the annexes and amendments to the Criminal Code and several legislative acts linked with the application of the law On state registry.
The Chairman of the Commission, Ali Huseynov, said that currently underage people that committed two or more heinous crimes are detained in the same place with other prisoners. He noted that it leads to additional problems. We have come to a conclusion that special training and educational institutions will be created to detain the underage prisoners. The Criminal-Procedural Code will have amendments to ensure the placement of these persons in the created institutions, he said.
According to the additional item, if the underage persons commit repeat heinous crime, the advocates of juveniles will have the right to make cassation complaint. According to the second amendment, the investigation bodies being engaged in placing the juvenile prisoners should, within three years, inform the Commission involved in the problems of juveniles.
The meeting also covered the annexes and amendments to the law On state registry. The law On identity card will have amendments. If the citizens do not alter their identity card as specified in the law (under age of 25, 35 and 55), these documents will be considered invalid, and a criminal responsibility is intended for this. The State Registry of the invalid documents will be created.
