The Government of Russia established quotes for access to labor markets of Russia in 2007.
Vahab Mammadov, the Head of Employment Policy Department of the Azerbaijani Ministry of Labor and Social Security, informed Trend that the quota comprises 6mln for countries with non-visa regime and 302,000 people for counties with visa regime.
A working plan on interaction in assistance to Azerbaijani citizens in legalization of their labor activities in the territory of Russia is being developed with respect to regulate labor migration between Azerbaijan and Russia. The actions held in this sector revealed that some people do not have documents and right for registration, while some of them hold passports of Soviet period.
There are problems, but they can be resolved. We have an agreement with the Ministry of Health and Social Development and Federal Migration Service of Russia on assistance in this issue. Moreover, the Russian labor market is in need of personnel and there are demographic problems, which is under the impact of breaking up of the labor market, Mr. Mammadov said.
Provision of the Azerbaijani citizens with additional services, including social packages (on medical insurance) by Russia will depend on positive dynamic of legalization measures.
Mr. Mammadov did not name the number of Azerbaijan citizens, involved in Russian labor market where different figures appear ranging from 1mln to 2mln people.
At present the Russian Ministry of Social Development is creating data system and exact figure will be defined shortly.
Presently, Russia does not know exact data not only on Azerbaijan, but other countries too. The Azerbaijani Labor Ministry official said that the establishment of the potential of our citizens will enable to carry out not only the registration by migration services, but also protect Azerbaijan citizens' right in Russia. Any citizen itself should be interested in legalization of its labor activities.
The Labor Ministry will also develop instruction for migrant citizens to avoid them to face with problems further and posses full data.
In accordance with the new rules set by Russia, it is necessary to indicate the purpose of the visit in the migration card. Unless the card indicates the purpose for employment, from January 1, 2007 these citizens will have problems with employment and they will not have any legal assistance.
As to citizens, who will be obliged to leave Russia's labor market due to problems with documents, they should not have problems with their arrangements, because intensive work is carried out in this direction.
