Ministry will Be Strict with Employers Not Concluding Labor Contracts

The Employment Department of the Azerbaijan Ministry of Labor and Social Security has developed draft changes to the Labor Code.

Tatiana Babayeva, the Department Head, informed Trend that the Ministry has serious plans to improve the Labor Code. The initial options of the draft changes and supplements to the Labor Code are ready. Perhaps, in the beginning of 2007 we will send the draft document to the Cabinet of Ministers for consideration, she said. The Ministry also wants to regulate the experience with holidays. It is necessary to put an end to non-conclusion of labor agreements, restrict the employer's opportunities for transition from long-term contracts to free-lance contracts. It is actually a painful theme, but we designed methods to resolve this problem, she said.

The Azerbaijan Ministry of Labor and Social Security pursues labor legislation policy, development of legal standard acts, ensuring the implementation of Labor Code. The Ministry has filed 1,226 lawsuits over the 9 months of 2006, including 345 suits on legal entities and 881 on employers. They are mainly shop-owners. In this period we have fined all law-breakers in the amount of 174,300 AZN, said Ms. Babayeva.
