Intergovernmental Agreement Devised between Azerbaijan and Russia: Deputy Director of Russian FMS

We hold productive consultations with the Head of Azerbaijan. We have concluded a relevant agreement with the Ministry of Labor and Social Protection of Azerbaijan with regards to the regulation of the employment process of the Azerbaijani citizens in the territory of Russian Federation. Based on this, we will devise an intergovernmental agreement between Azerbaijan and Russian Federation, Deputy Director of the Federal Migration Service of Russia, Vyacheslav Postavnin, stated while answering the questions of Trend Special Correspondent in Moscow.

According to him, since the new migration legislation has come into effect in Russia, generally 450,000 foreigners were registered in Russia and 80,000 foreigners received permits to work.

The Chief of Moscow Federal Migration Service, Fedor Karpoves, stated that since January 15, 132,000 foreigners have been registered in Moscow. He said that in 2006 nearly 500,000 foreigners were instituted to administrative responsibility in Russia. Azerbaijani citizens do not take the leading position amongst them, but they are not in final place, Karpoves said. Citizens of many countries, including Azerbaijan, violate the migration legislation. There is no need to reveal somebody or any country in this meaning, Karpoves said.

In addition, the Deputy Director of the Federal Migration Service agreed with the opinion that it is possible and worthy to use the potential of the Azerbaijani citizens to resolve demographic problems in Russia. However, he said that the demography and migration processes are difficult problems and it is hardly possible to resolve the demographic problems at the expense of the migration. It is possible to resolve to resolve quasi-demographic problems at the expense of the migration. The whole world economy uses the foreign labor resources and it is a great and effective share, Postavnin said.

He confirmed that nearly 10 millions of illegal migrants flow to Russia annually. He added that the new migration legislation in Russia has been directed firstly towards protecting the interests of migrants themselves. Postavnin underlined that the quota system envisages presenting 6 million quotas for the countries, with which Russia has not visa regime, and 309,000 for countries вЂ" with visa regime.
