Azerbaijan, Baku / corr Trend E.Huseynli / The Venice commission of the Council of Europe will not respond to proposals by Azadlyg, the largest opposition bloc which unites different political parties of Azerbaijan, on changes to the Elections Code of Azerbaijan, Sergey Kuznetzov, the representative of the Venice Commission, said in talks with Trend on 10 September.
"The Venice Commission works only with the Azerbaijani authorities. Therefore, the Commission cannot respond to the non-governmental organizations, Kuznetsov said.
In June Azadlyg sent to the Venice Commission a package of proposals, concerning the changes and supplements to the Elections Code. The proposals also reflect the formation of a new composition of the elections commission on parity basis.
According to Kuznetzov, the proposals by Azadlyg had been sent to the consideration of the Parliamentary Assembly of the Council of Europe (PACE) rapporteurs on Azerbaijan.
The Venice Commission's position excites concerns. "Should the changes are injected in the Elections Code, the Government of Azerbaijan could not come out as the only side," Ali Aliyev, the co-founder of Azadlyg bloc, the chairman of the oppositional Citizens and Development Party said.
The party leader said that the removal of Azerbaijani opposition parties from this processes testifies for biased position of the international organizations. Discussions will be held discussion on the decision of the Venice Commission and the bloc will take will adopt a resolution at its next meeting.
Azadlyg bloc unites three oppositional parties - the Popular Front of Azerbaijan Party, the Liberal Party of Azerbaijan, and the Party of Citizens and Development.
