Azerbaijan, Baku / Trend corr. К.Zarbaliyeva / Initially private notary offices in Azerbaijan will be established in limited quantities, the Azerbaijani Central Registration and Notary Department chief, Ilgar Mammadov, said.
According to Mammadov, to begin with private notary offices will be established in Baku and in some regions of Azerbaijan. The process will be implemented gradually. The quantity of private notary offices will exceed the number of state ones, Mammadov noted.
There are 149 notary offices in Azerbaijan. There are plans to increase this number to 158 as a result of reforms.
The Institute of Private Notaries is new in Azerbaijan and additional problems will arise in the field, Mammadov considers. There were private notaries in Azerbaijan from 1864 to 1920; however, private notaries were changed to state ones after the establishing of the Soviet Union.
Touching upon the difference between state and private notaries, Mammadov said that the functions of both notaries were the same. However, funds received by private notaries as a result of certain operations belong to their business.
Notaries carry out mainly small operations. Notary offices ratify contracts on the purchase and sale of property. The number of contracts is increasing year by year.
