Passing of Law on Education Again Postponed in Azerbaijan

Azerbaijan, Baku, 16 May / Trend corr I. Alizade/ New Bill on Education will not be passed during the spring session of the Azerbaijani Parliament. "We will try to put the new Bill on Education for parliamentary discussion during its second reading by the end of the spring session. But passing of the Bill will be postponed to the autumn session," Safa Mirzayev, head of Azerbaijani Parliamentary Administration, said to Trend on 15 May.

Presently acting Law on Education was passed in 1992. Development of the new Bill commenced in 1995, but it was not passed due to the differences which occurred between the Parliament and the State Commission for Student Admission, universities, National Academy of Sciences, Ministry of Education, Ministry of Finance and Ministry of Taxes.

On 29 December, 2007, Parliament passed the Bill in its first reading. In order to put the Bill for discussion in the second reading, it required preliminary discussing at the standing parliamentary commission on science and education.

Passing of the new Law was included into the working plan of the Parliament's spring session.

According to Mirzayev, date for discussion of the Bill in the second reading has not yet been set.

The spring session of the Azerbaijani Parliament usually ends at the end of May. Autumn session begins on 1 October and ends on 30 December.
