Document submission term to the Bar in Azerbaijan prolonged

The submission of documents to the Bar in Azerbaijan was prolonged to Jan. 31.

The reception of documents was launched on July 15. Since then only 453 people have submitted their documents to attend the competition, the Bar reported to Trend on Jan. 15. The exams will be held in March

Deputy Chairman of the Bar Farhad Najafov said that the term for documents reception was prolonged due to appeals of 15 people, who participated in the previous examines and desire to test again.

Under the legislation, the candidate, who could not pass one of the stages of previous competition, can participate in the current examine after a year. The testimonial from the Bar is needed for this purpose, Najafov said.

The documents of 54 candidates, who participated in the previous exams, have been considered and approved.

The competition consists of two stages: test exam on logistic and judicial questions and interview. The candidates, who collect 50 points or over will be allowed to the second stage.

The last exams to the Bar were held in 2007. 241 candidates passed the exams successfully.

There are a total of 725 lawyers in Azerbaijan. Due to the number of lawyers Azerbaijan is ranked in one of the last places among European countries.

Over the last two years 43 lawyers have successfully passed the exams and they were received to work in the Bar.

German expert Thomas Herman considers that the exams to the Bar in Azerbaijan were opaque. Professional lawyers play a special role in making of valid and objective judicial decisions. "Lawyers in Azerbaijan cannot help judges to make a qualitative decision. Frequently sides encounter with poor quality legal service at the judicial processes", Herman said.

The OSCE's report, which was developed as a result monitoring, carried out in the vessels of Azerbaijan in 2006-2007, noted that the juridical services, rendered by the Bar in the criminal cases do not answer minimum professional standards.
The report says that the management of board does not to seek changes, necessary for creating rational organization, which would worry about its members and increase their professional level.
