The Amnesty Act launched at the initiative of the First Lady of Azerbaijan, President of the Heydar Aliyev Foundation, Goodwill Ambassador to UNESCO and ISESCO Mehriban Aliyeva covered 9,564 people.
"Of them, 8,604 are men, 960 - women and 23 - underage. In addition, the imprisonment period of 516 people were reduced to half," the Heydar Aliyev Foundation told Trend on July 30.
Affected by the Amnesty Act, 95 percent of the prisoners are those who do not present public threat and did not commit heavy crimes. Other freed prisoners are those who were imprisoned for heavy crimes and have left little time of imprisonment period, which is not affected by the limitations in the Amnesty Act.
As a result of humanism policy pursued by Azerbaijan's nationwide leader Heydar Aliyev, since 1995, nine Amnesty Acts have been adopted, which were applied to more than 96,000 convicts, of whom more than 25,000 prisoners were released.
