A single concept will be prepared to solve problems in science and education.
"All higher education institutions have been instructed to submit their proposals by a certain date," the Milli Majlis Committee on Science and Education chairman, the Economic University rector Shamsaddin Hajiyev told Trend on Wednesday.

The committee chairman said that he agrees with all shortages indicated in the article of the Azerbaijani Presidential Administration head, academician Ramiz Mehdiyev. He recalled that the present situation is related to various causes.
"For example, one part is related to gaps in legislation. Issues relating to the preparation of scientific personnel, dissertations, organization of scientific councils, the Higher Attestation Commission and textbooks, must be solved. The law "Education"will come into force in the nearest future.
Second, the law "Science Policy" has been prepared. We intend to submit a draft for discussion of Milli Majlis by late autumn session. After the adoption of the laws, some gaps will be eliminated ", Hajiyev said.
He said that other issues are related to teaching. It would be wrong to approach the issue unambiguously.
"I completely agree that the methodology of teaching the humanities is out of date. I can say that training plans were not greatly changed. There is the objective side. We have joined the Bologna Process, the European education system. It is natural that we must bring our standards into accordance with training plans of European system", rector said.
Chairman of the committee said that it is necessary to ensure qualitative teaching to solve the problem.
"Undoubtedly, it is connected with many components. Additional textbooks, the most modern teaching methods should be used. The main thing is that a higher school has a very serious problem with teachers. I emphasize that all higher schools, without exception, have a problem with teachers. But this problem is more urgent in some of them. I think that a comprehensive solution to all these questions will lead to a very serious change in this sphere ", MP said.
Hajiyev also stressed that higher schools have the potential to remove these problems. "Today, Azerbaijan has no unsolvable problems. But the shortcomings must be revealed," he said.
