Azerbaijan amends rules of internal discipline to ensure rights of prisoners

Azerbaijan amended the Rules of internal discipline in penal institutions tom ensure the prisoners' rights.
The Justice Ministry's board meeting mulled these rules and approved the amendments, the ministry reported.
In his speech, Justice Minister Fikret Mammadov noted about the need aroused to improve the "Rules of internal discipline in penal institutions", which regulate the activities of prison officers. The amendments to these rules are made given the recommendations of the European Prison Rules, the European Committee for the Prevention of Torture, the International Committee of the Red Cross (ICRC) and the Public Committee for exercising public control over prisons, he said.
The changes related to ensuring the rights and safety of prisoners, agreeing the conditions of custody with international standards, upgrading reformatory labor, creating the possibility of more fruitful pastime for the prisoners and other important issues.
The meeting discussed issues related to providing health care to prisoners. The meeting noted the improvement in this area, particularly in the area of providing the necessary medicine and medical help, as well as modernization of health centers with modern medical equipment.
Since 1995, more than 10,000 inmates of penal colonies had been cured in conjunction with the ICRC under the plant to fight against tuberculosis. Deaths decreased by 30 times as a result of fruitful courses of treatment of those being in the most severe stages of tuberculosis. The number of inmates suffering from this disease significantly decreased thanks to these measures.
