The Azerbaijani National Security Ministry revealed persons, who carried out business activities without the state registration and a special permit, and caused a great damage to the Communications and IT Ministry, the ministry reported today.

According to the information, Turkish citizens Kaplan Onur, Kitis Suat and others agreed to carry out illegal business activity without state registration and relevant licenses.  

In April 2010, the detained and their fellows, using special equipment, connected to the equipment providing one-sided telephone conversations and owned by the mobile operator LLC "Azercell Telecom". Thus, they organized an illegal international telephone services to earn big profits. They purchased special "GSM" equipment and began to illegal activities by installing this equipment in rented apartments in the Narimanov district of Baku in October.

Onur Kaplan, Suat Kitish and others bought 32 GSM mobile numbers, owned by "Azercell Telecom" for other people's names and connect them to the equipment installed in the flats. Thus, connecting to the Internet, but without registering with the automotic telephone exchange of the Communication and IT Ministry, they organized an international one-way telephone connection to the internal network of the country. While checking the above-mentioned flat, the equipment was connected to the network. It was found that Onur Kaplan, Suat Kitish and others caused the ministry damage worth 18,345 manat as a result of illegal telephone calls.

The illegal activity of people specializing in information technologies was revealed during the operations. A potential use by these illegal channels for criminal purposes of a transnational nature was prevented.

The main investigation department of the ministry filed a criminal case under article 192.2.1 (illegal business with extraction of income in the large scale) of the Azerbaijani Criminal Code. Onur Kaplan and Suat Kitish were involved as accused people. The arrest was chosen as a preventive measure.
