The Caucasus Muslims Office gave fatwa in connection with the beginning of the month of Muharram. The Caucasus Muslims Office's Gazi Council announced about the beginning of the month of Muharram Dec.7. Ashura Day falls on Dec. 16.
The Caucasus Muslims Office calls on believers to hold Ashura Day by observing public order in mosques.
"Collision of interests of various circles cannot be allowed on this day. It is necessary to preserve the sanctity of the month of Muharram," the fatwa says.
The Gazi Council calls on believers to refuse self-flagellation in the month of Muharram.
The month of Muharram is the first month of Islam on the Hijra calendar. On this day, Yazid ibn Muawiya's troops killed Imam Hussein and his relatives.
On Ashura Day, a voluntary blood donation campaign is held throughout Azerbaijan.
