Some NGOs have created in Azerbaijan in an attempt to receive grants, Azerbaijani Presidential State NGO Support Fund head Azay Guliyev sai at a presentation of the draft working document "Standards of quality of NGOs and model of certification" on Wednesday.
"NGOs should consider the grants not as objective, but as a tool. The main goal is to serve society and contribute to the solution of social problems," Guliyev said.
He said such incidents have occurred repeatedly in the latest grants contest held by the Fund.
Azerbaijani NGOs have serious problems in matters related to quality standards and organizational issues, Guliyev said.
"NGOs should try to meet the minimum requirements," he said.
These standards should be investigated and studied by NGOs, Guliyev said. These standards will be based on the principle of voluntariness for the first two years.
"We will try in the future to allocate finance to NGOs observing these standards. The Fund will soon organize training courses to develop these standards," he said.
