The Azerbaijani parliament has approved at a meeting on Friday amendments to laws in connection with the extension of the Ombudsman's powers.

Supplements associated with visits to places of detention by the Ombudsman and members of the National Preventive Mechanism group were made to the Code "On the Execution of Sentences". Under the amendments, Commissioner for Human Rights (Ombudsman) and members of the National preventive mechanism group have the right at any time, freely and without notice to visit places of detention, to meet with the inmates, as well as any other persons who can provide the necessary information alone, and if necessary - with the participation of an interpreter or specialist to become familiar with the documents or to obtain copies of them confirming the legality of detention in prisons, as well as get acquainted with conditions of their detention and treatment, to make acts, record progress and results of activities undertaken. Also, the Ombudsman and members of the National Preventive Mechanism group should be promptly received by the management of a prison. Commissioner for Human Rights (Ombudsman) has the right to make recommendations to management of correctional facilities and to receive an answer within the statutory period.

According to amendment to the Law "On psychiatric care," Commissioner for Human Rights (Ombudsman) and members of the National preventive mechanism group have the right freely and without prior notification, to visit psychiatric institutions, to meet and talk in confidence and, if necessary - in the presence of a specialist or interpreter with persons kept there, as well as any persons who may provide relevant information.
