The election campaign will begin by the end of August as part of the next parliamentary election in Azerbaijan, Mazahir Panahov, the chairman of the Central Election Commission (CEC), told reporters Aug. 21.

"The members and chairmen of the district election commissions are being enlightened," Panahov said. "Then the similar workshops will be conducted for the members of the precinct election commissions."

He said that in order to hold democratic election, in the first place there should be a socio-political stability and there is no problem in Azerbaijan in this regard.

From the socio-political point of view, Azerbaijan is one of the most stable countries not only of the region but also the world, Panahov said.

The chairman of the Central Election Commission said that secondly, a legal framework is needed to hold democratic election.

"The Electoral Code of Azerbaijan, developed jointly with the Council of Europe, plays a special role as such an instrument," said Panahov. "Therefore, the country has taken the necessary steps to establish a legal framework for democratic election."

He went on to add that the election should be transparent, and citizens should be able to watch it.

"Azerbaijan, as a country devoted to democratic principles on the international arena, always creates conditions for all international institutions showing an interest for the election," said the head of the CEC. "Prerequisites for international observers will be set up this time as well. Azerbaijan has taken the necessary steps for transparency in this sphere, and webcams have been installed on 20 percent of polling stations. Since the beginning of the election, their work can be observed online anywhere in the world."
