Ali Hasanov, the Head of Public-Political Department of Azerbaijani President's Executive Power, exclusively informed Trend that municipalities are the new institutions in Azerbaijan and they do not hold enough authority.
He noted that the formation of a public image of municipalities, the distribution of authority between government and local self-government bodies is at a level of improvement.
