State Employment Agency of Azerbaijan developing new digital solutions

The State Employment Agency under the Ministry of Labor and Social Protection of Population of Azerbaijan is developing a number of digital solutions, Orkhan Rasulov, Director of the Digital Employment Department of the agency, told Trend.

He noted that the ‘Map of employment of the population of the country’ system will collect all the demographic indicators of the labor market by economic zones, administrative-territorial units, professions and other areas.

Such a project will show the effectiveness of the steps taken by the country’s government, will further improve the work on the development and implementation of employment programs, added Rasulov.

The department director noted that the ‘Register of Employed Citizens’ will soon be fully digitalized.

“Along with data on persons who are registered as employed in the ‘Register of Employed Persons’, data on other persons with income will also be collected. This will make it possible to identify any group of the country's population and will be of particular importance in the implementation of state programs,” emphasized Rasulov.

He stated that the State Employment Agency, together with the UN Development Program, is creating a virtual information resource named ‘BACAR’.

“The BACAR project will consist of three main areas: the electronification of the learning process and the choice of areas for self-employment; transfer of professional and preparatory activities to the online plane; application of specific innovative approaches and stimulants. The main target groups of the project are the unemployed and job seekers, as well as students, schoolchildren and their parents,” said the director of the department.

According to Rasulov, it is planned to develop an ‘Electronic Exchange and Labor Fair’ system - both in the web format and in the format of a mobile application.

“This system will provide services for the provision of permanent and temporary employment for job seekers. This virtual platform will connect people looking for permanent, seasonal and temporary jobs with employers offering jobs on the same basis. It is likely that with the help of this platform it will be possible to gain access to several of the most informally functioning groups throughout the country (driver, nanny, gardener and others), and this category can be transferred to the formal plane. Through this platform, the agency will monitor whether a citizen participates in the labor exchange, whether his employment is provided at least temporarily. The goal is to ensure the relevance of support measures for the continuity of employment of unemployed persons, said Rasulov.

He also mentioned the Monitoring and Mobile Verification system, through which government agencies will be able to manage inspections and monitoring during their operations: “Monitoring and reporting on monitoring and inspections will be simplified, and most importantly, maximum objectivity and transparency will be ensured, said Rasulov.

The director also stressed that a ‘Portal of Public Works’ is being created in Azerbaijan.

“This portal will contain all procedures for organizing public works. The main goal of developing the portal is to ensure transparency in the organization of public works through quick communication with relevant institutions and building a digital management system in line with modern requirements, added Rasulov.
