Azerbaijan, Baku / Trend corr I. Khaliova / Azerbaijan's Economic Development Ministry (EDM) received the conclusion of the consultant on development of a tender on selection of a contractor for construction and running of a garbage-processing plant, Azerbaijani Economic Development Minister, Heydar Babayev, reported at a briefing after the meeting with Austrian Economic and Labour Minister, Martin Bartenstein, on 20 September. The EDM developed Azerbaijani President's draft order which stipulates for all tasks. All tender procedures will be held afterwards.
"I think the chances of Austrian EVN company to win the tender are high," the Azerbaijani Minister said. Processing domestic wastes and research of cooperation opportunities with EVN was envisaged in the MOU signed between the Ministers today.
During the meeting the representatives of the Austrian company informed of their plans on implementation of the program intended for air purification. EVN implements analogical projects in twenty-five European countries. The project to be implanted in Baku is assessed at several hundred millions of euros with the annual power of 500,000t of processed domestic wastes.
The EDM jointly with the Finish company Poyri made a preliminary estimate of the proposals of three companies, namely Japan EBARA, Austrian EVN, and French CNIM.
The project will be financed by the State, and participation of the Azerbaijan Investment Company (AIC) is not planned. The AIC usually takes part in commercially attractive projects, but this plant will be financed by the public budget.
In accordance with the proposals of the companies specializing in that field, construction of the garbage processing plant will take two or three years. It will be managed by the company designated through a tender, but the schedule is not yet known.
According to official data, 775,000t of domestic waste is collected annually within Baku and it suburbs.
