Forecast by World Bank and International Finance Corporation on Azerbaijan’s Rating in Doing Business Positive

Azerbaijan, Baku / Trend corr. I.Khalilova / Azerbaijan's rating on creation favourable conditions for business may be increased by 20 or 30 stages Simeon Jankov, the author of the report Doing Business developed by the World Bank jointly with the International Finance Corporation, said in Baku.

An individual approach is used to each country during the assessment depending on start of reforms, Jankov said. Georgia, for example, began reforms within the framework of reduction of business conditions 3 years before, Slovakia in 1998, Estonia - 1994, Armenia ten years before.

Serious reforms are observed in simplification of business operations in Azerbaijan for latest year.

License system is expected to be simplified in Azerbaijan at the end of 2007 and beginning of 2008. The new legislation was developed and submitted to the President for ratification by the Ministry of Economic Development. The relevant issues in simplification of license system were cancellation of reduplication.

Progress is observed in reforms on protection rights of investors within 6 or 9 months.

Progress is also observed in introduce of 'one window' principle as registration of new enterprises was reduced from 53 days to 30.Heydar Babayev, the Azerbaijan Minister for Economic Development stated about possibility of reduction the term to 10 days.

Doing Business 2008 ranks 178 economies on the ease of doing business based on 10 indicators of business regulation. Singapore, for the second year, tops the aggregate rankings across 178 economies.
