Azerbaijan to Study Turkish Experience IN Social Protection – Minister

Azerbaijan, Baku, 23 April / Trend corr. U.Ismayilova / The introduced amendments in inter governmental protocol between Azerbaijan and Turkey on social protection issues reflect the conditions of the World Bank project on 'Development of social protection', Fizuli Alakparov, Labour and Social Protection Minister of Azerbaijan, stated.

The standing Governmental Commission of Azerbaijan and Turkey on social protection issues, which have been operating since 1995, have introduced three amendments in the protocol on mutual cooperation during the 5th Committee meeting.

The sides expanded cooperation in the following points:

- accelerate introduction of world standards in the sphere of professional technical education,

-labour migration between Azerbaijan and Turkey, which will create favorable conditions for businessmen of both countries,

- exploitation of children labour.

In early April, the Azerbaijani Governmental and WB signed an agreement on implementation of 'Development social protection' project -valued at $40mln.  Bank is ready to allocate $25mln for implementation of the project on the International Development Association conditions (35 years with 10 years privileged period on 0.75% yearly).

Project includes four constituents: complete upgrading of labour market system, including improvement of labour legislation, labour protection system, engagement service, formation of social safety system, upgrade of pension system and project management.

According to the Minister, the first item will improve investment climate, i.e. previously, foreign companies invited foreign specialists to manage their companies, and under the new amendments they can invite foreign and Azerbaijani specialists as well.

Second item, according to the Minister, which is connected with labour migration issues, will improve entrepreneurship conditions for both countries. The third, which reflects one of the most relevant problems, is to prevent children labour.

"Turkey has good experience in this sphere and we are going to study it," Alakparov said.
