Azerbaijan’s 2009 Consolidated Budget to have Deficit of 15.2% without SOFAZ Revenues against GDP

Azerbaijan, Baku, 1 November/ Trend , corr N. Ismayilova/ The income of Azerbaijan's 2009 consolidated budget are estimated at AZN 22.68bln and expenditures - AZN 14.75bln, a source in the government said.

Compared with 2008 forecasts, the revenues will go up by 29.9% (AZN 5.215bln) and expenditures - 15.5% (AZN 1.98bln).

Income and expenditures of a budget of Nakhchivan Autonomous Republic (NAR), part of consolidated budget, is forecast at AZN 272.7mln which is more than the indicator of 2008 by 24.6% (AZN 53.9mln). As many as 11% of expenditures will be covered due to NAR revenues and remaining part - cash grants from state budget.

The expenditures of State Social Protection Fund are expected at AZN 1.775bln which is 26.3% (AZN 370mln) more than forecast of 2008.

The expenditures of the State Oil Fund of Azerbaijan (SOFAZ) will go up by 29.9% (AZN 1.305.2mln) to AZN 5.676bln.

In addition to transfer to state budget worth AZN 4.915bln, SOCAR will allocate AZN 761.3mln for financing other public projects and AZN 200mln to lay a water pipe from Oguz-Gabala zone to Baku, AZN 197mln - to reconstruct Samur-Absheron irrigation system, AZN 150mln to improve life standards of IDPs and refugees. AZN 104.3mln - to finance the Baku-Tbilisi-Kars railway project and AZN 10mln for State Program on Education of Azerbaijani Youth Abroad (2007-2015).

The expenditures on projects financed by foreign credits are estimated at AZN 791.1mln.

The consolidated budget for 2009 is forecast to have a surplus of AZN 7.922bln excluding SOFAZ revenues, with a deficit of AZN 6.645bln or 15.2% of GDP.
