Trend I.Khalilova / "Since the introduction of principles of "single window", the Taxes Ministry of Azerbaijan has registered more than 37,000 economic entities," Zaur Fatizade, chief of head department of economic analysis and organization of state registration of commercial legal entities of the Ministry, said.
He said that of the registered enterprises, 5,000 fall on
legal entities, other part - physical entities.
After establishment of the new system, the period of State registration of new
enterprises reduced by 20 times to three days, and number of documents -
several times. The number of procedures also reduced from 13 to five.
"At present discussions are held with the Ministry of
Economic Development over the possibility of distributing the control books,
intended for the entrepreneurs, through the system of "single window", said
Fatizade, adding that there have left to solve technical questions and sign
appropriate documents".
This process can begin already from 1 December 2008.
Control books are
intended for registering the inspections that will provide an opportunity to
remove the cases of conducting parallel inspections (inspecting the
entrepreneurs simultaneously with State organs) and illegal interference in the
activity of the entrepreneurs. Up to now the distribution and monitoring of
inspection were carried out by the Ministry of Economic Development of the
country.
Measures for simplification in the business in Azerbaijan allowed Azerbaijan to occupy the first place in the list of the reformer countries
according to the World Bank and IFC Doing Business-2008 report. In 2007 on this
position the Republic ranked 64th, and as a whole, on the simplicity
of business conditions - 96th amongst 178 states.
As a result of simplification in the procedures, the number
of the registered legal entities is expected to increase to 10-15,000, whereas
before the introduction of "single window", their number did not exceed
4-5,000, but 20-30,000 fall on the physical entities.
