Duties to License Foreigners Employment Likely to Increase in Azerbaijan

Azerbaijan, Baku, 14 November / corr Trend I.Khalilova / "The Ministry of Labor and Social Security appealed to the government with an offer to increase a state duty on licensing the employment of foreigners and persons, not holding Azerbaijani citizenship in Azerbaijan, by 20 times," Ilgar Rahimov, deputy minister of labor. Presently, they pay AZN 50 and the sum is offered to increase to AZN 1,000.

In accordance with law on Migration, to launch labor activities in the territory of Azerbaijan, an employer should to receive a special license for each foreign employee in an individual routine in the Service of Labor Migration under the Ministry. The license is issued for the term of a year. 

"Each employer will have to think over before an invitation of foreign citizen. They will not invite unskilled employees, and prefer professionals following increase of due for licensing," deputy minister said.

On 1 October, 3,353 licenses were issued by the Service of Labor Migration, whereas their number totaled 507 last year.

"Although, the number of registered citizens of other countries increased by 5.7, it does not mean that we achieved tremendous results, as the Ministry of Internal Affairs and Migration Service says the number of working foreigners in Azerbaijan exceeds these indices," Rahimov said.

"About 13,000-15,000 foreigners work in the country which is lower by four-five times than the number of persons, who received really the license for work," he said.

"Another offer of the Labor Ministry is to realize a medical examination of foreigners in the territory of Azerbaijan. Such requirement was not laid on foreigners so far," deputy minister said.

Exchange rate of US dollar was AZN 0.8093 on 14 November.
