Azerbaijan approaches requirements of European Social Charter

Azerbaijan, Baku, Jan. 21 / Trend , U. Ismayilova / The number of pensioners in Azerbaijan made up 1.27 million on Jan.1, 2009, a source at the State Statistics Committee of Azerbaijan said on Jan.21.

"Presently every 313 persons out of 1,000 are pensioners," the source said.

The medium level of the pension totals 96 manat which makes up 36 percent of medium salary in the country.

According to the data of the Committee, the number of persons receiving targeted social aid made up 750,000 early 2009. The amount of the aid is 22 manat per capita. During 2008, about 285,200 persons, deprived of right for pension, received social aid amounting to 9.7 million manat.

On Dec.30, 2008, the President approved the State Insurance Pension System Development Program for 2009-2015 to improve the social condition of citizens in Azerbaijan.

Azerbaijan joined the European Social Charter in 2006. One of its articles envisaging increasing the monthly average pension to 40 percent of monthly average salary in a country and non-restriction of this range.

The European Social Charter envisages rights and freedoms and forms a controlling mechanism to guarantee the observation of the rights and freedoms of the member countries. The Charter implies the right on social provision, social aid and social services, as well as rights on protection from poverty i.e. application of certain measures to protect family and persons of elderly age.
