Within joint project "Development of social protection in Azerbaijan" with the World Bank, the Azerbaijani Ministry of Labor and Social Protection of Azerbaijani Population will determine directions of operations within the first stage of its realization, the international cooperation department head Elnur Sultanov said on May 5.
"The first stage of 2010-2011 will cover two directions - strengthening of labor inspection activity and improvement of employment market in the country," Sultanov said.
Legislative base will be improved within actions to strengthen activity of labor inspection. The inspection will be equipped with new equipment and mobile laboratory, etc., Sultanov said.
It is planned to strengthen potential of employment agencies, improvement of material and technical base, repair of regional training centers, extension of these centers' geography in regions of the country to improve employment market.
The loan agreement was signed between WB and the Azerbaijani government upon the project of "Development of social protection in Azerbaijan" worth $54.6 million in November 2008. WB will grant $26.7 million to finance the project upon the terms of the international development association (35 years with preferential period for 10 years and on 0.75 percent annually).
The project includes four components: full modernization of labor market system, including improvement of labor legislation, labor protection system, work of employment agencies; forming of policy of social maintenance system; modernization of pension system and management of the project.
Full institutional development and modernization of professional study system, designing of professional classifier on the basis of European practice are envisaged within the project. Centers of professional study are envisaged to be established under the ministry. The project is for 5 years with realization period from 2008 to 2013.
WB has financed a project in social sector. The project "Pension reforms and social maintenance" has been realized since 2005. Roughly $10 million was allocated by the bank for the project.
