On May 8, the Azerbaijani Parliament adopted the Construction Code at t he second reading.
"There are serious problems in the construction sector of Azerbaijan, despite the lack of modern legal framework, these problems are partially resolved on the basis of the various decrees and orders of the President", head of the parliamentary Committee on Legal Policy and State Building Ali Huseynov said.
The Code will solve the problems.
"There is a need in introduction of the legislation in Azerbaijan to regulate different directions of the construction sector, ensure construction of certain rules and regulations, as well as the existing regulatory framework up to date, said Huseynov.
The Code was deigned by experts of the Baku City Administration, Cabinet of Ministers, ministers of the Emergency Situation, Ecology and Natural Resources and the Azerbaijan Construction University. The Code was designed on the basis of experience of Russian, Kazakh and European countries, in particular German experts.
Consisting of 52 articles and grouped in six sections, the Code determines the state policy in the field of urban development, including the prospects for socio-economic development, natural and environmental situation. It includes urban planning, residential, industrial, municipal and other functional areas, occupational, social, transport and engineering infrastructure, environmental protection, historic and cultural heritage.
More than 50 percent of the Azerbaijan population lives in cities, and the process of urbanization will increase in the future.
The Code's draft regulates the issues of urban development, rules determining the sites for construction, construction works in urban areas, respect for tradition in the construction of a national architecture.
