Positive balance of Azerbaijani budget exceeds 400 million manat as result of first six months

In the first quarter of 2009, the public budget income comprising 4.86 billion manats compared to 5.21 billion manat (forecast was fulfilled to the amount of 93.4 percent). This index increased 1.1 percent (52.2 million manat) compared to similar period of 2008. Positive budget balance hits 424 million manat as a result of the first six months.

In this period a total of 33.5 percent (1,627 million manat) was obtained from the ministry of taxes, 13.2 percent (639.7 million manat) - customs fees and taxes, 52 percent (2,530 million manat) - in-payments from the State Oil Fund and 1.3 percent (65.2 million manat) - from other sources.

The ministry of taxes fulfilled forecast of in-payments to the amount of 80.8 percent by providing state budget with 1,627 million manat, 1,165 million manat falls on share of in-payments from non-oil sector. It exceeds this index 11.4 percent (118.9 million manat) for corresponding period of 2008.

During the first six months, the state customs committee fulfilled forecast to the amount of 100.1 percent by providing budget with pavements to the amount of 639.7 million manat or 13.4 percent (75.8 million manat) more than index in the corresponding period of 2008.

Payments from the State Oil Fund increased 1,260 million manat and hit 2,530 million manat.

As a result of the first six months, expenses of state budget hit 4437.9 million manat compared to forecast to the amount of 5220.9 million manat (forecast was fulfilled to the amount of 85 percent). It exceeds 8.4 percent (343.3 million manat) corresponding index for similar period of 2008.

Roughly 28.8 percent of budget expenses (1279.8 million manat) were allocated to finance social actions for the last six months. This index is 31.6 percent (307.3 million manat) more than corresponding index for the similar period of 2008.

The public budget expense for social security and provision of people comprised 31.5 percent (129.5 million manat). 33.8 percent (129.6 percent) was spent on education, 33.5 percent (40.6 million manat) - health, 48.3 percent (90.1 million manat)- maintenance of prosecutor bodies, security and law-enforcement and court bodies, 48.5 million manat - agriculture, fishing, 17.4 percent (51.3 million manat) for total state services; 13.6 percent (7.6 million manat) for activity in culture, art, information, physical preparation.

Roughly 7.6 million manat was allocated from Azerbaijani President's Fund to finance several important state expenses but 65.4 million manat to finance actions nonscheduled in budget for accounting period.

On July 28, the official exchange rate is 0.8041 manat to $1.
