Azerbaijan issues tender to manufacture excise stamps for alcohol and tobacco products

The Azerbaijani Ministry of Finance has announced a tender to manufacture high-quality excise stamps used for marking alcohol and tobacco products, manufactured in the country and imported, the Ministry reported.

The tender offers to publish 300 million documentary stamps for local beer, alcoholic beverages per each, for the imported beer and alcoholic beverages - 30 million units, as well as for imported tobacco products in Azerbaijan - 2,100 million units.

Applicants should submit a written application, a bank certificate on participation fee equal to 2,000 manat, work schedule, full name, juridical status, details and country of registration, information on the financial status over the last year of activity and potential opportunities, the certificate about tax arrears and bank guarantee for five percent of a tender bid. Candidates must have experience in manufacturing excise stamps (or similar products) at least five years, have conditions for production and products must meet international standards.

Since 2001, the Printing Plant in Ukraine has fulfilled the Finance Ministry's order for the production of excise stamps, but in 2006 a supplier has become to be determined through a tender basis. The purpose of selecting a new manufacturer was the fact that in this period as a result of inflationary processes, not only the prices have changed, but also the need arouse to improve the defense system of marks.

Those wishing to participate in the tender can obtain additional information at the Ministry of Finance by Nov. 23, 2009. The tender procedure will take place at 10:00 on Nov. 24, 2009.

Companies involved in brokering and lacking logistics cannot participate in the tender. The tender will be conducted in accordance with the law of Azerbaijan Republic on "Government purchases".
