A working group of experts will hold a meeting to coordinate a draft concept on by-stage formation of common labor market and labor migration management of CIS countries in Minsk on Dec. 21-23, the Commonwealth of Independent States (CIS) Executive Committee said.
The concept is a system of views on the purpose, principles, objects and steps of formation a common labor market, priorities and mechanisms of a policy in the sphere of social and labor relations. Its regulations are developed taking into account the analysis of major tendencies, national and regional aspects of the formation of the labor market, socio-economic consequences of adopted decisions. The concept will be part of the legal basis of common labor market and the regulation of labor migration.
A system of agreed measures for reproduction, regulation, exchange and joint use of labor in CIS countries, aimed at improving the efficiency of the use of aggregate labor and intellectual potential is meant under the formation of a common labor market. The development of coordinated approaches to the formation of a common labor market and regulation of labor migration is an important condition for the free movement of labor, goods, services and capital, the most important factor of economic recovery of states. It will promote the development of integration processes on a mutually beneficial basis in CIS countries.
"Common labor market implies the legal, economic conditions and mechanisms, the interests of the Commonwealth member-countries and employees. It will be formed through the phased convergence of legal basis of CIS countries in social and labor sphere," the statement said.
In the fist stage it is planned to continue the development of model law and other legal acts of the CIS countries and the conclusion of intergovernmental treaties and agreements. The mechanisms of formation and functioning of the common labor market will be agreed and developed in the second stage. The third phase will aim at providing guarantees in the sphere of labor and employment of migrant workers and their families on terms no less favorable than for nationals of the host country, implementing national programs on language studies, the basis of culture and law of the host country for migrants, creating control mechanisms for the employment of migrant workers on the basis of international agreements.
"Creating a common labor market as an integral and necessary part of a common economic area will be an important factor in economic recovery of the countries, and will contribute to the development of integration processes on mutual beneficial basis in the Commonwealth," the statement said.
