Surplus of Azerbaijani public budget makes up 3.5 percent of GDP

In January-November 2009, the Public budget income comprised 8919.1 million manats, or 30.1 percent of GDP. This index decreased by 5 percent, compared to the same period in 2008, a government source said.

Public budget expenditures decreased by 4.7 percent and made up 7892.2 million manat (26.6 percent of the GDP). The surpluses of the budget totaled 1026.9 million manat (3.5 percent of GDP).

The Ministry of Taxes remitted 38.2 percent of all income, or 3408.7 million manat to the Public budget. The State Customs Committee remitted 1036.6 million manat (with a special weight of 11.6 percent) in taxes and duties to the public budget.

In this period a total of 1750.4 million manats was obtained from VAT, or 19.6 percent of all income, 1294.8 million manat (14.5 percent) - profit taxes, 523.4 million manats (5.9 percent) - income taxes, 263.2 million manat (3 percent) - excise taxes, 63.9 million manats (0.7 percent) - property taxes, and 106.8 million manats (1.2 percent) -royalties and 244.8 million manat (2.7) -taxes from foreign economic activities.

In January-November 2009, the public budget expense for social security and provision of people comprised 1005.4 million manats (with a weight of 12.7 percent), 978.4 million manat (12.4 percent) was spent on education, 334.7 million (4.2 percent) - health, 525.7 million (6.7 percent) - maintenance of prosecutor bodies, security and law-enforcement and court bodies, 3162.2 million (40.1 percent)- investment allocations, 152 million (1.9percent) - housing and communal services, 292 million (3.7 percent) - agriculture, fishing, 66.5 million (0.8 percent) - transport and communications, and 32.4 percent (2559.6 million manats) of Public expenses were spent on the payment of salaries, pension and allowances.

On Jan. 11, the official exchange rate is 0.8029 manat to $1.
