EU ready to support Azerbaijan’s state labor inspection

The European Commission has issued a call for proposals for a €1 million Twinning project in Azerbaijan for 2010-2011 to support to the state labor inspectorate (SLI) in Occupational Health and Safety (OHS) enhancement, the EU's ENP (European Neighborhood Policy) Program Information Center said. State labor inspection functions under the Azerbaijani Labor and Social Protection Ministry.

The project envisages control over the improvement of legislation to improve social protection in Azerbaijan.

The project will prepare guidelines for the Occupational Health and Safety management systems and work out indicators to monitor OHS inspection. It will also develop occupational health and safety procedures, identify technical needs for field inspections and train labour inspectors. In addition, it will help develop efficient communication tools in the OHS sector.

Twinning is an EC initiative originally designed to help candidate countries acquire the necessary skills and experience to adopt, implement and enforce EU legislation. Since 2004, Twinning is also open to countries in the ENPI region. On a demand driven base, the projects bring together public sector expertise from EU Member States and Partner Countries, with the aim of enhancing co-operation activities.

Priorities in the ENP Action Plan for Azerbaijan were approved in November 2006 in Brussels. It envisages strengthening of democracy in the country, improvement of business and investment climate, support to sustainable economic development, reinforcement of the cooperation between the European Union and Azerbaijan in energy and transport spheres, strengthening of regional cooperation, as well as cooperation in border governance.
