The forum is organized by the Middle East Association (MEA) after two major high-level missions in two years. The MEA with the International Bank of Azerbaijan have established the Azerbaijani-British Business Council, which started its work in September 2009.

Lord Howell from the British side and IBA Chairman Jahangir Hajiyev from the Azerbaijani side have been elected as the council's first co-chairs.

The council aims to extend business cooperation between the UK and Azerbaijan, and deepen trade and investment ties between the two countries. This council will work in close partnership with the MBA and the UK-based Association for Middle East Cooperation, which is one of the oldest and most influential business associations in the UK and brings together 400 companies, representing all branches of industry, trade and finance.
