Uzbekistan's specialized and clothing markets will be converted into shopping complexes, consisting of stationary points and equipped with cash machines and payment terminals by early 2010, the Uzbek State Tax Committee reported with reference to the President Islam Karimov's order.

Based on the decree on measures for further improving the organization of farmer markets and shopping complexes dated April, retail space place on the market are available to individuals only if the state registration certificate as a private entrepreneur, except sale of agricultural products of own manufacture as well as goods, were in use.

Automated account charging market fees and lease payments only through the banking system should be implemented in all markets, shopping complexes and their affiliates with 100 or more stationary outlets and shopping places until June 1, with a daily test of the completeness of the collection of employees of tax authorities.

Volume of collections rent and the cost of provided services will be approved annually at a level not below the minimum established by the Finance Ministry and State Tax Committee.

All parking lots adjacent to the market will be transferred to markets by early summer. Paid services for temporary storage of vehicles can be provided only by legal persons from May 1.

Stationary pavilions dealing with foodstuffs and consumer goods, parking, points to receive payments, including payments for public utilities and telephone services and cellular communications, as well as points to receive administrations market payments from a single collection and lease payments, will be equipped with cash machines by July 1.

Each farmer market will be equipped with proximate analysis laboratory to check the quality of imported food products, with the issuance of the certificate. Products that do not have the appropriate certificate will be prohibited for sale.

In accordance with the presidential decree, retailers, micro and small service businesses pay a single tax payment in accordance with the law from July 1, but not less than the sum of a fixed tax payable by individual entrepreneurs engaged in similar activity.

According to the approved 2010 budget parameters, fixed-rate tax from physical persons engaged in entrepreneurial activities without forming a legal entity (individual entrepreneurs) in the retail trade of agricultural products on the market is five times of the minimum wage per month in other cities - four. For dealers of consumer goods tax rate is set at 10 and 6.5 times, respectively.

The minimum wage is 37,000,680 soums in Uzbekistan.

The government established a department to monitor the activities of markets and shopping complexes in the structure of the central apparatus of the State Tax Committee in January 2010.

Department should carry out control over the markets, shopping malls, parking lots and adjacent business entities operating on their territory, including ensuring full recording of cash flows and income flows from operation of markets and trade centers.
