State Real Estate Register Service of the State Committee on Property of Azerbaijan announced a tender for selecting a consultant to develop a five-year strategic plan and annual action plan within the real estate registration project jointly realized with the World Bank," said the message of the tender commission, published in the official press.

The consultant will work with management and staff of the State Committee on Property of Azerbaijan, as well as with other consultants to ensure compliance with the group and the consultants of the State Land and Cartography Committee of Azerbaijan, which is also involved in this project.

The task of the consultant is to support the State Committee in defining corporate look, mission and values, analysis for improving the system of internal control, development of management strategy, and coordination for its implementation, support for the implementation of effective and transparent mechanism for the management of the State Committee and its structural units, the analysis in order to improve the legislative framework to regulate activities of the Committee, to facilitate the preparation of new laws, rules, mechanisms, approaches, providing proposals taking into account the international practice within tariff and valuation policies for recording and managing property to ensure sustainable development and others.

Proposals must be submitted to the administrative building of State Service by May 31, 2010 at the address: Baku, Azerbaijan, H. Javid Prospect 31, 6th floor, room 612, AZ1073.

The Government of Azerbaijan and the World Bank (WB) signed a loan agreement for the project in July 2007. The project consists of four components - registration of real estate, management and register of state property; basic cartography and land cadastre; training, policy formation and project management. The project costs $38.57 million, of which $30 million accounts for WB loan. Credit resources are allocated for a period of 20 years with a grace period of five years.
