From Feb. 1, Labour Inspectorate of the Ministry of Labour and Social Protection of Azerbaijan started monitoring for compliance with the use of compulsory insurance on labor ability loss in production, said the deputy head of the Inspectorate Maharram Maharov. Monitoring will be conducted in all industrial enterprises in Baku.
In July 2010, Azerbaijani President Ilham Aliyev approved the Law on compulsory insurance on labor ability loss in production.
"During February, the Inspectorate does not intend to introduce penalties to employers in case of violation of law," said Maharov.
He explained it with low awareness of the population.
According to him, the Ministry of Labour has appealed to Parliament with a proposal to increase the amount of penalties for employers in the absence of employees' insurance up to 3,000 manat from 1,200 manat in accordance with the Code of Administrative Violations.
It is envisaged that the introduction of this type of insurance services will significantly reduce the number of accidents due to the requirements of the insurance contract, which requires introducing the rules of technical safety.
A total of 69 persons died in production in Azerbaijan in 2010, with 31 of them in construction sector.
"The number of accidents in production has reduced in the country, which is connected with a decrease in the volume of construction work and measures taken by the Inspectorate," said Maharov.
In Azerbaijan, in 2007, there had been recorded 259 accidents, 128 facts of death, 202 facts of injury, in 2008 - 255 accidents, 79 deaths and 212 facts of injury, in 2009 - 250 accidents, 69 deaths and 218 injuries.
According to the World Labor Organization, the accidents at work kill 2.3 million people each year worldwide, three times more people are injured.
At present, there are only two companies specializing in life insurance - Atesgah Heyat and Qala Heyat. These companies may not cover all physical and legal entities operating in the country.
