Chairman: IBA looks to implement project of rehabilitation of country’s post-conflict territories with int'l business community

The International Bank of Azerbaijan (IBA) hopes to rapidly implement post-conflict rehabilitation projects in the country jointly with Azerbaijani and foreign business circles, IBA Chairman Jahangir Hajiyev said on Wednesday in London. He made the statement while speaking at a presentation of the book titled, "Conceptual Basis for Rehabilitating Azerbaijan's Post-Conflict Territories."

"The ideas in the book really deserve serious attention," Hajiyev. "Apart from the purely patriotic motives, it is a huge commercial project for the reconstruction of post-conflict territories.

According to the Azerbaijani government's estimates, all costs of rehabilitation of all the territories of our country affected by conflict, exceed $60 billion."

The book was published by the Institute of Strategic Studies of the Caucasus in three languages (Azerbaijani, Russian and English).

The main issue raised in the book is how and by what means it will be possible to rehabilitate the Azerbaijani territories after de-occupation.

The study focuses specifically on post-conflict rehabilitation in Azerbaijan and does not address the issues of when and how the conflict itself will be resolved.

"Our government does not deny the possibility of a military resolution to this conflict if peace efforts do not yield the desired results, that is, a just settlement based on principles of international law," he said. "But we are certainly interested in Azerbaijan being able to concentrate and direct its financial and human resources for the recovery, reconstruction and development of the territories that are still under occupation."

According to Hajiyev, Azerbaijan's business community has serious reasons to assume responsibility for implementing the main provisions of the study, which was submitted to representatives of leading political and scientific circles in the UK.
